By saying that, you’re saying that no government should ever be in charge of certain military tactics. If you believe in a benevolent monarchy and want the king to rule in peace and harmony, then no, he should not be able to blow up cities. If you believe in a democracy and want the people in charge, then no, they should not be able to bomb cities into dust.
